يقع المتحف العمومي الوطني للفن والتاريخ لمدينة تلمسان وسط مدينة تلمسان وقد حظي هذا الموقع بأهمية كبيرة عبر العصور، فقد كان جزءا من المدرسة التي بناها السلطان الزياني أبو تاشفين.
(718-737) هـ / (1318-1337) م والتي عرفت بالمدرسة الجديدة أو المدرسة التاشفينية و التي كانت تحفة معمارية رائعة، فقد أراد لها السلطان أن تكون بمقام جامع القرويين بفاس والقيروان بتونس، لكن أتت عليها الآلة الإستعمارية حيث قامت الإدارة الاستعمارية بهدم المدرسة التاشفينية و بناء دار البلدية وساحة عمومية سنة 1875 م في إطار التهيئة العمرانية الجديدة التي دمرت واحدا من أهم المعالم الأثرية في العالم الإسلامي.
وبموجب المرسوم التنفيذي رقم 12-196 المؤرخ في 3 جمادى الثانية عام 1433 هـ الموافق ل 25 أبريل سنة 2012م تم إنشاء المتحف العمومي الوطني للفن والتاريخ لمدينة تلمسان.
Le musée d’art et d’histoire de la ville de Tlemcen est situé au centre-ville de Tlemcen, et il est connu par son importance à travers les âges, il a fait partie de l’école qui a été Bâtit par le sultan Al-Ziyani Abu Tachfin en (718-737 AH) / (1318-1337 AD).
Elle a été reconnue par la nouvelle école ou bien l’école Altachfinia et c’était un chef-d’œuvre architectural qu’il voulait avoir le pouvoir d’être un lieu prestigieux qui relie Fès et Kairouan en Tunisie, mais l’administration française a détruit l’école Altachfinia et en parallèle a construit la Mairie et une place publique en 1875 AD dans le cadre du nouveau développement urbain, qui a détruit un des monuments les plus importants dans le monde islamique.
